In the U.S. today, each state is supposed to be divided into congressional districts that represent a cross-section of voters. That is rarely the case anymore as former Congressman Tom Davis explains in this video from this year’s Delta Council annual meeting. Davis says the 2012 presidential election will probably come down to a few hotly contested battleground states.
